Visit of Punjab Chief Minister to Seoul (8-9 December 2025)

Punjab Chief Minister Bhagwant Singh Mann on Monday extended invitation to the leading Korean firms like Daewoo E&C, GS Engineering & Construction (GS E&C), Nongshim, Korea Display Industry Association (KDIA) Industry Association (KDIA), Seoul Business Agency (SBA) and others to invest in the state. 

2. During the meeting with Chairman of Daewoo E&C Jung Won Joo during his visit to South Korea, the Chief Minister batted for cooperation in the fields of Renewable energy projects including offshore wind farms, solar power plants and hydrogen production facilities. Likewise, he said that there was a huge potential of collaboration in the areas like development of energy infrastructure such as LNG terminals, petrochemical complexes and fertilizer plants, Urban development and smart city projects with integrated housing and advanced infrastructure solutions and civil infrastructure projects including roads, bridges, railways, ports and airports. Bhagwant Singh Mann also underscored the need for strengthening cooperation in sectors like technology transfer for modular and prefabricated construction methods to enable faster and cost-effective building solutions. 

3. During the strategic meeting with Daewoo E&C, one of South Korea’s foremost engineering and infrastructure companies, the Chief Minister highlighted Punjab’s strong industrial momentum, modern infrastructure initiatives, and the unique Unified Regulator framework under Invest Punjab. He encouraged the Global Business Group, to explore opportunities in large-scale infrastructure development, adoption of modern construction technologies, and upcoming industrial townships in the state. Bhagwant Singh Mann also laid stress on cooperation in ESG and green hydrogen initiatives through joint ventures aligned with global sustainability standards.

4. In another meeting with Vice President of GS Engineering & Construction (GS E&C) Young Ha Ryu (Daniel), the Chief Minister underscored the need for tie up in sector of Renewable Energy Projects (solar, wind, hydrogen), Infrastructure Development (roads, bridges, smart cities) and Industrial Complexes and EPC Services. He also said that there was a huge scope in the key sectors like Technology Transfer for Modular Construction and Green Hydrogen and Clean Energy Initiatives. Bhagwant Singh Mann assured fulsome support and cooperation in these key sectors to give impetus to the development of the state. 

5. In a meeting with Nongshim Holdings, a leading Packaged Foods and Beverages company, the Chief Minister batted for Food and Food processing adding that Joint development of new instant noodle flavors tailored for Indian tastes should be done. Likewise, he also batted for expansion of Nongshim’s presence in Indian supermarkets and e-commerce platforms and collaboration on campaigns targeting health-conscious and youth segments. Bhagwant Singh Mann also advocated tie up with local suppliers for eco-friendly packaging solutions and partnering on research for longevity foods and plant-based alternatives.

6. During the meeting with Vice Chairman of Korea Display Industry Association (KDIA) Lee Sung kyu, the Chief Minister batted for exploring opportunities for collaboration in display manufacturing and technology transfer to strengthen industrial capabilities. He also batted for collaboration in Cybersecurity and advanced display technologies such as AI, robotics, and unmanned systems for knowledge exchange and cooperation. Bhagwant Singh Mann said that Punjab and Korea can consider joint efforts in skill development and training programs to enhance workforce expertise in display engineering and production. 

7. In a meeting with Director, Startup Division Seoul Business Agency (SBA) Jong Woo Kim, the Chief Minister said that there was a huge scope for collaboration in startup incubation and acceleration programs offered by SBA. He also discussed SBA’s global marketing and export support initiatives to help Punjab-based startups access international markets adding that knowledge exchange on innovation ecosystems and best practices for fostering entrepreneurship is the need of the hour. Bhagwant Singh Mann also underscored the need for exploring cooperation in branding and certification programs like Seoul Awards to enhance product credibility for Punjab enterprises.

8. Meanwhile, during Roundtable meeting on ease of doing business in Punjab, the Chief Minister held deliberations with key Korean legal firms namely Bae, Kim & Lee LLC (BKL), Yulchon LLC, Lee & Koo, Kim & Chang, Shin & Kim, Lee & Ko, Dentons Buddtree Management Group etc; Korean financial institutions namely SK Securities;Yuanta Securities, Capstone Asset Management, NH Investment & Securities Co; Korean Industry Associations namely Korea International Trade Organization (KITA), Korea Association of Robot Industry (KAR), Korea Trade Investment Promotion Association (KOTRA), Korea Auto Parts Industry Cooperative (KAP), LNG Private Industry Association etc; and think tanks Korea Institute for Industrial Economics and Trade (KIET) and others. During the meeting, he showcased Punjab as the most preferred investment destinations and apprised them about the key reforms introduced by the state government. Bhagwant Singh Mann also solicited the views of the leading companies to further streamline this mechanism to give a boost to industrial development.

9. The Chief Minister also visited Pangyo Techno Valley, widely known as the “Silicon Valley of Korea,” to study one of Asia’s most advanced innovation ecosystems. Officials from the Gyeonggido Business & Science Accelerator (GBSA) briefed the Chief Minister on Pangyo’s integrated model for nurturing deep-tech innovation, startups, and high-value research. Bhagwant Singh Mann said that it is heartening to learn that with over 1,780 companies, 83,000 professionals, and 25,000 researchers, Pangyo represents a globally successful innovation district.

10. The Chief Minister noted the effectiveness of Pangyo’s structured accelerator programmes, specialised testbeds, and performance-driven evaluation mechanisms. He said that similar approaches can be adapted in Mohali to strengthen Punjab’s startup ecosystem, R&D capabilities, and high-skilled employment generation. Bhagwant Singh Mann said that it is the need of hour to give further fillip to the comprehensive development of Mohali.

11. The Chief Minister said that through these extensive engagements, the Punjab government reinforced its commitment to welcome Korean companies, promoting innovation-led industrial development, and building long-term, mutually beneficial partnerships. He said that there is a huge scope for collaboration in varied sectors like manufacturing, technology, food processing, and research. Bhagwant Singh Mann said that the Seoul roadshow marks an important milestone ahead of the Progressive Punjab Investors’ Summit 2026, where global investors will be invited to explore Punjab’s rapidly expanding economic and industrial opportunities.

12. A high-impact Punjab Investment Roadshow in Seoul was held on 9 December 2025 as part of international outreach to forge deeper economic partnerships with South Korea and attract high-quality investments into the state. The event witnessed strong participation from corporate leaders, financial advisors, R&D organisations, trade associations, and members of the Indian and Punjabi diaspora in Korea.

13. The session was led by the Hon’ble Chief Minister of Punjab, S. Bhagwant Singh Mann, who delivered a special address highlighting Punjab’s transformation into a stable, transparent, and future-ready investment destination. He spoke about Punjab’s robust industrial ecosystem, reliable and cost-competitive power, peaceful labour relations, a talented and hardworking workforce, and seamless connectivity to major markets. The Chief Minister reiterated that Punjab’s governance model places the investor at the centre, ensuring predictability, efficiency, and full support throughout the business lifecycle.

14. Welcoming the delegation, H.E. Mr. Gourangalal Das, Ambassador of India to the Republic of Korea, appreciated Punjab’s proactive investment facilitation efforts and assured continued cooperation from the Embassy to strengthen India–Korea industrial ties.

15. A special video message from the Managing Director of Sunjin praised Mohali and Chandigarh as among the best locations in India for foreigners to live and work, citing their high quality of life and business-friendly environment. He also commended the Invest Punjab office for its professional support and appreciated Punjab’s dedicated and hardworking workforce, which delivers high efficiency for global operations.

16. The roadshow attracted senior representatives from a wide range of Korean and international organisations, including Air India, Bloomberg, BRICS India Trade Pvt. Ltd., leading legal firms Kim & Chang and Shin & Kim LLC, the Korean Association of Senior Scientists and Engineers, KOTRA, Daeyoung Corp., Gawon International Co. Ltd, TagHive, the Punjabi Association of Korea, Inmac Global, among others. Their participation demonstrated strong institutional interest in exploring business opportunities, partnerships, and deeper engagement with Punjab.

17. In his concluding remarks, the Hon’ble Chief Minister extended a warm invitation to Korean industry leaders to participate in the Progressive Punjab Investors’ Summit 2026, assuring them of full facilitation and a supportive business ecosystem. He emphasised Punjab’s vision to build technology-driven, innovation-led, and mutually beneficial partnerships with South Korea across priority sectors.

18. The Seoul Roadshow marked an important milestone in Punjab’s international outreach and strengthened the state’s position as a trusted, future-ready destination for global investors.

펀자브주 총리, 한국 방문(2025년 12월 8~9일)

바그완트 싱 만 펀자브주 총리는 8일 대우건설, GS건설(GS E&C), 농심, 한국디스플레이산업협회(KDIA), 서울경제진흥원(SBA) 등 주요 한국 기업 관계자들과 면담하며 펀자브주의 투자 기회를 알렸다. 

2. 만 주총리는 정원주 대우건설 회장과의 면담에서 해상풍력 발전소, 태양에너지 발전소, 수소 생산 시설 등 재생에너지 프로젝트 부문 협력을 촉구하였다. 이 외에도 LNG 터미널, 석유화학 단지 및 비료 생산 시설, 통합 주거단지와 첨단 인프라 설루션을 갖춘 도시 개발과 스마트시티 프로젝트뿐만 아니라 도로, 교량, 철로, 항만, 공항을 아우르는 건설 인프라 프로젝트 부문의 협력 잠재성이 크다는 점에도 주목하였다. 또한 더 빠르고 비용 효율적인 건축을 위한 모듈식 및 사전 조립식 공법과 관련한 기술 이전 협력의 중요성을 강조하였다. 

3. 만 주총리는 건설과 인프라 부문을 선도하는 대우건설과의 전략 회의에서 펀자브주의 뚜렷한 산업 성장세, 현대적 인프라를 위한 정책, ‘인베스트 펀자브’의 편리한 통합 규제 프레임워크 등을 강조하였다. 주총리는 대규모 인프라 개발, 현대 건설 기술 도입, 조성 예정인 펀자브 산업단지 등 여러 부문에서 협력 기회를 모색할 것을 당부하였다. 또한, 세계 지속가능성 기준을 준수하는 합작투자를 통한 ESG 및 그린 수소 이니셔티브 관련 협력의 중요성을 강조하였다. 

4. 바그완트 만 주총리는 류영하 GS건설(GS E&C) 신재생발전사업부문장과의 면담에서 재생에너지 프로젝트 (태양광, 풍력, 수소), 인프라 개발(도로, 교량, 스마트시티), 산업단지와 EPC 서비스 부문 협력 가능성을 강조하였다. 모듈형 공법 기술 이전과 그린 수소 및 청정에너지 이니셔티브 등 핵심 부문의 협력 잠재성이 크다는 점에도 주목하였다. 만 주총리는 펀자브주의 발전을 이끌 해당 부문 협력 사업을 적극적으로 지원할 것을 약속하였다.

5. 바그완트 만 주총리는 포장 식품 및 식음료 기업 선도주자인 농심홀딩스와의 면담에서 공동 개발을 통해 인도인의 입맛에 맞춘 라면 맛을 개발하는 방안을 제안하는 등 식품과 식품 가공 부문 협력에 관심을 표명했다. 또한, 인도 수퍼마켓과 전자상거래 플랫폼 내 농심의 점유율이 더 커져야 함을 강조하며, 건강에 관심이 많은 소비자층과 청년층을 공략하는 공동 캠페인을 통해 협력할 것을 제안하였다. 만 주총리는 지역 공급업체와의 협력을 통해 친환경 포장 설루션을 모색하고, 건강식품 및 식물성 대체식품 개발을 위한 연구 협력에도 관심을 표명했다. 

6. 만 주총리는 이승우 한국디스플레이산업협회 상근부회장과의 면담에서 산업 역량 구축을 위한 디스플레이 제조 협력과 기술 이전 부문 협력 기회를 모색하였다. 사이버보안을 비롯하여 AI, 로보틱스, 무인 시스템과 같은 첨단 디스플레이 기술 부문의 지식 교환 및 협력에 관심을 표명하였다. 만 주총리는 펀자브주와 한국 간 공동 직무 역량 개발 및 훈련 프로그램을 통하여 디스플레이 공학 및 생산 인력의 전문성 강화를 모색하는 방안도 제안하였다.

7. 만 주총리는 김종우 서울경제진흥원(SBA) 창업본부장과의 면담에서 SBA의 스타트업 인큐베이션 및 액셀러레이션 프로그램 관련 협력 잠재성이 크다는 점에도 주목했다. 펀자브주의 스타트업이 세계 시장에 진출하는 데 도움을 줄 수 있는 SBA의 글로벌 마케팅과 수출 지원 이니셔티브를 논의하고, 혁신 생태계 조성을 위한 지식 교환과 창업을 촉진할 수 있는 최적의 사례를 공유하는 것이 매우 중요함을 강조하였다. 만 주총리는 펀자브주 기업 제품의 신뢰성 강화를 위하여 ‘서울 어워드’와 같은 브랜드화 및 인증 프로그램 관련 협력 기회를 모색해야 한다고 강조하였다. 

8. 바그완트 만 주총리는 사업하기 좋은 펀자브주를 알리기 위한 라운드테이블 회의에서 한국 관계자들과 논의를 진행하였다. 법무법인 태평양, 율촌, 광장, 김앤장, 세종, 덴톤스 리, 버드트리 매니지먼트 그룹 등 한국의 주요 법무법인과 SK증권, 유안타증권, 캡스톤자산운용, NH투자증권 등 한국 금융기관을 비롯하여 한국무역협회(KITA), 한국AI로봇산업협회, 코트라, 한국자동차산업협동조합, 민간LNG산업협회 등 한국 산업협회, 산업연구원(KIET)을 포함한 한국의 싱크탱크 관계자가 라운드테이블에 참여하였다. 만 주총리는 글로벌 기업의 매력적인 투자처로 주목받는 펀자브주를 소개하고, 펀자브 주정부가 시행하고 있는 주요 개혁을 설명하였다. 만 주총리는 이러한 메커니즘을 효율화할 부분이 있는지에 관하여 한국 기관 참석자의 견해를 묻기도 하였다. 

9. 만 주총리는 ‘한국의 실리콘밸리’로 이름난 판교테크노밸리를 방문하여 아시아 1위의 혁신 생태계를 갖춘 판교테크노밸리를 돌아보았다. 경기도경제과학진흥원 관계자가 배석하여 딥테크 혁신, 스타트업, 고부가가치 연구를 위한 판교의 통합 모델에 관하여 설명하였다. 만 주총리는 1,780개 이상의 입주 기업과 83,000명의 전문 인력, 25,000명의 연구자가 있는 판교테크노밸리의 글로벌 혁신 신화를 알게 되어서 기쁘다고 전했다. 

10. 만 주총리는 판교테크노밸리의 체계적인 스타트업 액셀러레이터 프로그램, 전문 테스트베드, 퍼포먼스 기반 평가 메커니즘의 효율성을 높이 평가하였다. 펀자브주의 모할리에 이와 비슷한 테크노밸리를 조성하여 펀자브주의 스타트업 생태계, R&D 역량을 강화하고 고숙련 일자리 창출을 도모할 수 있음을 언급하였다. 만 주총리는 모할리의 종합개발이 시급한 과제임을 언급하였다. 

11. 만 주총리는 다양한 한국 관계자와의 면담 및 교류를 통하여 펀자브 주정부와 한국 기업 간 협력 기반이 마련되고, 혁신주도 산업 개발을 중점으로 상호 호혜적인 장기간 협력관계 구축의 계기가 되었음을 평가하였다. 만 주총리는 제조, 기술, 식품가공, 연구 등 다양한 부문의 협력 잠재성이 있음을 강조하였다. 또한 전세계 투자자들이 모여 펀자브주의 경제성장과 이로 인한 투자 기회를 진단하는2026 펀자브 투자자 서밋(2026 Progressive Punjab Investors’ Summit)을 앞둔 상황에서 서울 로드쇼가 중요한 이정표가 되었음을 언급하였다. 

12. 한국과의 경제 협력 심화 및 고품질 투자 유치를 위한 글로벌 프로그램의 일환으로 2025년 12월 9일 펀자브주 투자 로드쇼가 개최되었다. 기업 총수와 금융 기관, 연구 기관, 무역협회, 인도 및 펀자브 교민 등이 참석하였다. 

13. 바그완트 싱 만 펀자브주 총리가 세션 좌장으로 참석하여 안정성, 투명성, 미래가 보장되는 투자처로 등장한 펀자브주에 관한 특별 연설을 하였다. 펀자브주의 역동적인 산업 생태계와 안정적이고 저비용인 전력, 평화로운 노사관계, 성실하고 유능한 인력, 주요 시장으로의 탁월한 연계성 등을 강조하였다. 만 주총리는 펀자브주의 투자자 중심 거버넌스 모델 덕분에 사업 수명 주기 전반의 예측 가능성 및 효율성이 강화되고, 적극적인 지원이 보장됨을 설명했다. 

14. 고랑랄 다스 주한 인도대사는 사절단을 환영하며 펀자브주의 적극적인 투자유치 노력을 치하하고, 인도-한국 산업 협력을 강화하기 위하여 대사관 차원에서 지속적인 지원을 아끼지 않을 것을 약속했다. 

15. 선진 관계자는 특별 영상 메시지를 통해 인도에서 외국인이 일하고 지내기에 가장 좋은 지역이 모할리와 찬디가르라고 평가하며, 이 지역의 높은 삶의 수준과 친기업적인 환경을 강조하였다. 또한, 인베스트 펀자브의 전문적인 지원을 치하하고, 성실하고 유능한 인력 덕분에 해외 사업의 효율성이 증대되었음을 높이 평가하였다.

17. 만 주총리는 마무리 발언에서 적극적인 지원과 비즈니스 생태계 지원을 약속하며 한국 기업 관계자를 ‘2026 프로그레시브 펀자브 투자자 서밋’에 초대하였다. 주요 부문에서 한국과 기술∙혁신 중심의 상호 호혜적인 파트너십을 구축하고자 하는 펀자브주의 비전을 강조하였다.
